I placed an order at http://www.goodmans.net/ and paid more for it to be shipped by USPS.
Goodmans sent part of the order by UPS. I told them to cancel the rest of the order since they did not have the order in stock like they stated and because they sent it by UPS. They cancelled the order but never sent a refund. I email them and waited. No reply. I filed a disputed with Paypal.com.
Here is how it looked:
From Buyer: T.H.O.T. & CO on 9/10/2007 22:21 CDTI place this order 8-20-07. I cancelled part of this order (which they did not have in stock) because they did not ship by the method I requested. I paid more for USPS shipping, I got UPS. The items they shipped would have come to $44.86 with shipping. I sent them $112.29. I should get a refund of $67.43 in according with shipping rate on their web site. On 8-24-07 Goodman's replied back with the following message "The remainder of your order has been cancelled and a refund will be issued within 3 business days." It is now 9-10-07 and I still have not gotten a refund.
Goodmans did not respond to Paypal.com. Paypal.com email me and stated: "Because your seller has not yet responded, you should consider escalating to a claim soon to ensure that your case remains eligible for PayPal review. By escalating to a claim, you would be asking PayPal to review the case and decide the outcome."
I did as they suggested and this was their reply after 24 hours:
We have completed our investigation of this case. No further action is required by you at this time. We have denied this claim. As stated in our User Agreement, Pay Pal’s Buyer Complaint Policy only applies to the shipment of goods, not to disputes about the attributes or quality of the goods received. We have noted your claim in the seller's record. The seller's account privileges will be limited if excessive complaints are received.

As can be seen from the highlighted red "Reason" which state it "Not as described" Paypal.com do not pay. They completely over look the fact I filed the disputed because I did not get my refund. This is a small situation and they refuse to honor their policy or promise to the users of their service.
Why am I listed this here. To see have you had any problem with sellers listed with Paypal.com or Ebay. This is not my first run in with them. Neither Ebay nor Paypal.com belongs anymore to the original creators. Something is not kosher.
Reasons:

I believe this is taking place with many online shops listed with Paypal.com and Ebay.com. When a buyer place an order online it should take less then eight days to return. When it takes more then three weeks on an order and the seller states the item is in stock, something is wrong. I have notice that shops near ports are doing this. What happens is the buyer place an order. The order is sent to China for processing, it is boxed, a label is printed out in china, containing postage they obtained PayPal.com, for USPS or UPS shipping. The labels contain the return address of the sellers in the USA. The boxes are load on to a ship, weeks later the ship docks at a USA port, and the boxes are take to USPS or UPS. No import taxes and all profit go to China. If and item cost $100, it is like sending $1000 to China.

In my case, Goodmans is just one of their Boy's.

MUSCLE SPASMS


TPC FROM CHINA HAS MUTATED
It causes Muscle spasms along with the chemical freeze problem that existed before.
There products has something in common, all three cause extreme muscle spasms (cramping, contraction of muscles). The rapid, uncontrolled contraction, or spasm, happens unexpectedly at the point of contact. If you are a person who does not keep track (monitors) of your body through your day you will have no ideal as to what cause the contraction. Contractions may not occur for hours after contact with these items.
My first, personal experience with this problem I have no ideal as to what cause it. My left hand experienced extreme, uncontrollable muscle spasms. Three months later I had the same problem. I was able to identify what caused the problem. I had gone to a gun show and pick up the PLR-16 by kel-tec-cnc. Later that day the spasms occurred. To be sure of what caused the problem I went back to the gun show again and picked up the PLR-16 and had the same problem with the muscle spasms. There was also spasm type pain felt in the back of both of my lower legs. This pain remained for days.
Sears had a big 80th anniversary sell on tools. I brought the Craftsman 19.2 volt Drill/Driver Kit, 80th Anniversary set, item # 00911561000 Mfr. models# 11561. I took it home, removed the drill from the box and placed the battery on the charge. Later that night I had extreme muscle spasms in both of my hands.
I decide to re-caulk my bathtub. I purchased a tube of GESA / KITCHEN & BATH SILICONE II. After opening the tube l notice the consistency of the silicone was hard that that of the path I have used. I notice next that it did not adhesive as well as path silicone. After applying the silicone it did not set (cure) for two weeks. With the problems I had with the product I should have taken it back to the store, but I applied it hoping for the best. Late that night the muscle spasms started.
It is possible that muscle spasms of this nature can cause death. From what I have observed muscle spasm has occurred at the point of contact, except for the PLR-16 which also caused spasm like pain in the lower legs. If the poison which caused these spasms were to travel to the muscles of the heart this person will die. If you know of anyone who has die due to a heart attack in 2007 who had used a product from China that day or night, this may have been caused by the updated TPC poison from China. This should be a law suit in the making. This poison (updated TPC) can be found in any plastic, leather, or clothing product from China. The PLR-16 and GESA / KITCHEN & BATH SILICONE II both state they were made in the USA.. This statement is molded into the plastic of the PLR-16. I do not believe this is true. This should be brought to justice.
